Troi is a member of the Arcane Council during the Trial of Zinn. People don't take him seriously.

Dialogue

Before the trial: "Zinn is making a mistake by not hiring an advocate. I told him as much, but he wouldn't listen. I had hoped people would start taking me more seriously when I got this new tunic, but I sense that it isn't working."

After the trial: "I really thought Zinn was going to go with "You'll live to regret this!" rather than "Fools! I show you all!" It's a matter of personal taste, I suppose, but I think the former is more traditional."

Trivia

This character's name is a reference to Counselor Deanna Troi from Star Trek: The Next Generation.
