The Effects Moniter is by default located in the upper left hand corner of the on-screen user [[interface]]. It shows every currently lasting effect on your character, such as [[condition]]s, [[skill]]s, [[:Category:Environmental effects|environmental]] or other effects.

These announcements vary depending on skill type. Members of your party must be familiar with the effect, since there is no way for them to glean additional information from the message itself.
