I was going through early-game Factions the other day and was doing The Siege at Tsumei Village in Panjiang Peninsula or some other quest where you fight a bunch of Crimson Skull. They are hostile to all NPCs, and they would even kill these children along with the other villagers. It kind of surprised me, since you'd think if ANet was afraid of being seen as condoning torture, they certainly would not like the murder of children. (I'm not sure if you can slay them in other areas by, for example, setting minions loose...but this seems to suggest so.) Entropy
