This skill's energy cost kills it,apart from that its a very nice skills, slow down the enemy and put your other hexes on him and then right when you need a little bit of energy from casting those hexes you get some energy.It seems that skills that slow down the enemy by 50% have a 15 energy cost, see Imagined Burden and Crippling Anguish,but because this skill lasts a flat 10 seconds unlike those other two skills that last a 2...18 seconds,the cost can be changed in my opinion.Im thinking someting like : For 10 seconds, target foe moves 4...48% slower.
