Well, uh, I'm not sure exactly how this would happen but... "When a player zones into this outpost, the Xunlai Chest sometimes spawns at the bottom of the jade incline which causes it to slip and rotate before coming to rest."... - Sometimes when you zone into outposts, if you're quick, you can see the Xunlai Chest "turning" to face certain direction. I don't think it is exclusive to this area, though. I also don't think it is relevant to the incline, because afaik all NPCs in outposts have fixed spawn points.
