- I believe so, but I think only the leader of the alliance can. Don't quote me on it, though. —

- I am a leader of a guild, and alliance, and it appears that if an alliance wants to change, you must dissolve the alliance, change sides, and regroup.
Being a member of a Luxon Guild/Alliance already, the Ambassador still refers you to a Luxon Scribe in his dialogue. Luxon Scribes were removed from the game and replaced with Luxon Scavengers. Anet may want to update this when they get a chance I suppose, but there might be mention of it on this page as an addendum to the dialogue given when already a member of an active Luxon Guild--which isn't presently on the page either.
