Veiled Nightmare increases the cost of all skills, however that can be misleading. Signets cost no energy, and 0x anything is still 0. Therefore signets are teh win in the Domain of Secrets. For a monk a signet build might be good, maybe even Scribe's Insight for energy management.
I also did some experimenting with my ranger hero looking at how expertise stacks with VN.
Expertise: 12
Skill used: Comfort Animal (10 energy)
Normal cost: 5 energy (5.2)
Cost under Veiled Nightmare: 7 (7.28)
Expertise is reducing the cost by 48% and VN is increasing the cost by 40%. But they don't stack additively to -8%, they stack multiplicatively to -27.2%, or 72.8%of total (52%x140%) or however you prefer to write these things. This is what I saw in game, but tell me if I made a mistake in working it out or you noticed it behaving differently. --
