Well, "tier" also implies a ranking system. They need not have any superiority between them, perhaps it's just that their training and skills are different. An infantryman and a paratrooper could both be the same rank, but one could consider the paratrooper as the "stronger" of the two (or vice versa).--–Ishmaeelping/peek 22:48, 28 November 2007 (UTC)
